RBI2, Mobile Black Spot Fund Tender
Crown Fibre Holdings has issued a Request for Proposal (RFP) for the delivery of high speed broadband and mobile services under the Rural Broadband Initiative Extension (RBI2) and Mobile Black Spot Fund.
The RFP indicates stretches of state highways and eligible End Users in each region which can be covered using central Government funding. Early in the RFP, Councils will be invited to advise CFH of any additional areas they would invest in to cover. These funds and associated coverage areas may then be added to the scope of any final agreement with grant recipients. Councils wishing to be involved are urged to do so as soon as possible. To find out the process for engagement read CFH’s Invitation to Participate and the Response Form.
Target Coverage Areas
The RFP, and the files below show the target coverage areas for RBI2 and the MBS, revised following a data verification process completed on 20 December 2016. The pdf files list more than 200 highway and tourist zone black spots which are being considered for coverage.
The shape files, organised by council, provide further guidance for Respondents and Councils of what these areas could look like.
Not all these locations will receive coverage under the programmes, and others not listed could end up with increased coverage. The areas finally selected from this list will be as a result of negotiations in the course of the RFP process.

To view these files you will need SHP_ReadMe.csv and a shape file viewer such as ArcGIS Explorer . These files show areas where coverage is less than 5Mbps (Category 1 End Users). The data verification process during the RFP is intended to confirm areas where coverage is up to 20 Mbps (Category 2 End Users).
